To hit or toke a pipe is to smoke from it (e.g. "I want to hit that bubbler"). As a noun, a hit is also the unit of measurement for how many inhales you took from the pipe (e.g. "I got three hits out of that Taster before it was cashed). A one-hitter is a pipe that's so small it only provides one hit before running out.
